sniffer, you're losing a lot of accuracy between the combustion chamber and the tailpipe. Also, a dyno will not produce an equal load as a moving car will. And, you need to tune for worse case scenario. If you get a bad batch of gas, you certainly don't want to be running on a 13:1 tune. Then there are weather factors to take into account. It's just a built in safety measure. If you can get more accurate readings and guarantee good gas at all times in controlled weather, then you can up the ratio.
